Article 32 of the Indian Constitution is meant to protect the fundamental rights of citizens ,but also the interests of the states . However, the state government can also invoke Article 32 to seek protection for its own constitutional rights or interests, especially when they are affected by the actions of the central government or other state agencies.
In the present case, the Telangana government has invoked Article 32 to seek relief against the delay in the clearance of important bills by the Governor's office, which the state government claims is creating a constitutional impasse. By moving the Supreme Court under Article 32, the state government is seeking the enforcement of its own constitutional rights as well as the fundamental rights of the citizens who are affected by the delay in the clearance of the bills.
Thus, Article 32 is not only available to citizens but also to state governments to protect their own constitutional rights and interests as well as the fundamental rights of their citizens.
